The United States Air Force has a continuing requirement for the reporting and technical analysis of observations of uncon- ventional aircraft which might indicate an advance in technological progress of a foreign power. An unconventional aircraft, within the meaning of this directive, is defined as any aircraft or air- borne object which by performance, aerodynamic characteristics, or unusual features, does not conform to any presently known aircraft type.
